Order by Ranking & Reply to Individual Comments

I'd like to suggest an option to order photos in an album based on their ranking.

Is it possible to also have the option in the comments for users to be able to reply directly to individual comments and for the recipient to get an email notification that they've received a comment in the first place and for any replies directed to them?
