Constructing a group of fields into a Form Block for later use.

Construct a capability to create developer defined form blocks.  A form block is an named, enclosed group of form elements similar to the Name and Address form blocks already extant in Form Maker.  For example, a membership block might consist of the following fields:  Member_ID, Member_status, Member_Expiry_Date and Member_interests.  This could be used in a number of forms.  An implementation approach could be to treat a form block as a mini-form to re-use the form construction machinery.  However, the result would be placed under a "User Defined Form Elements" tab as opposed to placing it in the available forms list.
